If $30 billion a year is enough to end worldwide starvation, why don't we contribute to this?

obviously Smurf has no knowledge of economics. How can 200 million help 9 million people. It comes out to 25 dollars a person, a year. The U.S. could had developed haiti, if it wanted to. With 50 billion dollars to start for base infrastructure and services. And 100 billion dollars on private investment.
