Sponsorship without a pport.?

He can use his ID and birth cert. and explain to the medical office why he doesn't have a pport. Also, he can do his medical here in Canada, it's what i did when i was applying as a skilled worker to come to Canada. I was visiting from the US and did both my medical exams and finger printing here in Canada, i then sent my fingerprinted form to FBI in west virginia. But remember that a visa cannot be issued without a valid pport from his home country. So long as his medical is done in a designated doctor by cic he should be fine. Hope this help.
